I haven't seen this guy on the server so I can't give my opinion. F2 (atm) as far as my vote is taken into account.

French : Oui sa cest pas le probleme ce que jessai de vous expliquer c'est que mon jeux je lai desinstaller et du coup mes save sont partie donc plus rien ny est pas mes stats rien meme quand je rentrai dans les serv jetai Beaucoup beaucoup actif

Indeed, this player has 2 B3 account, because as he said he uninstalled Urt then re installed and on his old account the stats was hided.
His B3 account are : @1195 and @2038 (actually used)
In total he has 97 connections to the server, he is pretty active on the server. You can still change your vote if you think it's needed
English : correct / behavior-penalties : good / stats: not very high...
For me it'll be a why not
I wait for other members answer

Take my vote as a F1. What I was explaining it's this player is pretty active, on the xlrstats page we can't see player activity everytime, cause the player can have his stats hided or deactivated (!nostats command) or the player has different account...
